American Citizen Services

American Citizen Services (ACS) operating hours: ACS is open without appointment on Wednesdays from 8:00 to 12:00, except for Cape Verdean and American holidays.  You may call for general information on Wednesday and Thursday afternoons from 15:00 to 16:30. 

Services

Passports:  You can renew your U.S. passport at the Embassy.  The cost ranges from $67 to $97.  It takes approximately two weeks to receive your new passport.  In the event of an emergency, an emergency passport can be produced on the same day.

Voting: You can register to vote in U.S. elections and receive absentee ballot information.  Please visit http://www.fvap.gov for more information and to request an absentee ballot from your state.

Notarials:  The ACS section can notarize documents for use in the U.S. for a $30 fee. 

Taxes – We have U.S. tax forms and instructions.  Please also visit http://www.irs.gov for more information and forms.

Social Security and Veterans Benefits: The Federal Benefits Unit (FBU) provides assistance with the filing of applications for retirement, survivor, and disability benefits with the Social Security Administration and the Veterans Administration. They also provide a wide range of post-entitlement services.  The FBU that covers Cape Verde is physically located at the U.S. Embassy in Lisbon, but we can provide any forms you may need and/or contact information for them.

Victims of Crime: If you are the victim of a crime, we can assist in your liaison with Cape Verdean authorities and provide information regarding additional assistance that may be available to you.  The Consular Section maintains lists of local lawyers and doctors, although we cannot recommend a particular individual.

Marriage and Birth:  We can provide information regarding marriage in Cape Verde and immigrant visa information for a foreign spouse or fiancé.  If you have a child born in Cape Verde, we can determine whether or not the child has U.S. citizenship and provide a Consular Report of Birth Abroad.

Registration and Travel Advisories:  We recommend that American Citizens register with the Embassy in order to facilitate communication and assistance in case of an emergency.  You may register on-line at https://travelregistration.state.gov/ibrs/ui  or in person at the Embassy.  The U.S. Embassy sends out important information and emergency threat information to registered Americans via the Warden system.  Travel advisories and other information are also available online at http://travel.state.gov.

Emergencies: In the event of a serious emergency (i.e. car accident, arrest, death of a family member) the U.S. Embassy will provide all possible assistance.  Outside of normal working hours, a 24-hour Embassy duty officer can be contacted at 238-991-3325.  In case of death, arrest, or financial emergency, the Consular Section staff can assist Americans.  Please remember that Americans overseas are subject to local law and the jurisdiction of local courts.
