Signing
of Air Transport Agreement
January 14, 2003
I am very pleased to sign this Air Transport Agreement on behalf
of the United States of America.
This agreement, which goes into effect immediately, is the culmination
of many months of consultations and technical effort by our two countries.
Many people have contributed to the success of this joint effort. In this
regard, I would like to note that work on this agreement was commenced
under my predecessor, Amb. Michael Metelits.
I would also like to note that this agreement has been signed on the
eve of the AGOA Forum in Mauritius. The purpose of the Forum is to further
develop trade and economic opportunity between the U.S. and Africa. Today
in Cape Verde we have given a concrete example of the form that
cooperation can take.
This Open Skies agreement will permit unrestricted air service by the
airlines of Cape Verde and the United States between and beyond the other’s
territory.
It also eliminates restrictions on how often the carriers can fly, or
the kind of aircraft they use, or the prices they charge. It covers both
passenger and cargo services, as well as scheduled and charter
operations.
As today’s agreement indicates, the United States supports Cape Verde’s
efforts to develop its air and sea transport capabilities. We believe that
the transport sector is one in which Cape Verde is very competitive and
which has considerable development potential.
In support of these Cape Verdean efforts, the United States recently
provided Cape Verde with airport security equipment valued at one million
dollars to enhance the safety of Sal and Praia airports.
Technical specialists from the United States and Cape Verde have been
cooperating very actively to assist Cape Verde in its effort to meet
international aviation safety standards. We are pleased to note that an
ICAO (International Civil Aviation Organization) audit team will be coming
here in just a few weeks.
Finally, the United States is making available additional technical
training to Cape Verde in 2003. This will further enhance Cape Verde’s
position as one of Africa’s safest and most secure air transport
locations. Thank you very much.
